Some Republican-led states are preparing lawsuits against the rule, arguing that the new regulation will only raise electricity prices. However, many power companies and utility authorities have already begun to make changes, such as replacing old equipment in their plants. To boost participation, the Obama administration will offer incentives to states that use renewable energy more.
